these will help you lot.

Or if you are a developer then you can easily make your theme from existing garland/zen theme or any theme. you just need to understand how template engine and template work.

now problem is user and administrator both become my own index page .i need for administrator drupal garland templete.and i make menus from garland templete for my user section which i created just now . remind thati am beginer in drupal

Hi...
Means you want your admin theme should be Garland....
so follow these steps...

admin-----------In site configuration you will find a link named "Administration theme" Now select Administration theme: as Garland and select the check box "Use administration theme for content editing"
