Installed drupal locally but can't access drupal outside of localhost

I installed drupal and all seems to be working fine. But only with http://localhost/drupal.

When I try to access it from a different computer using my external IP address (yes I checked the router to open up that port 80), I get a

Forbidden
You don't have permission to access /drupal on this server.

Apache/2.2.6 (Win32) mod_ssl/2.2.6 OpenSSL/0.9.8g PHP/5.2.5 Server at 127.128.1.1 Port 80

I need to be able to access the drupal installation outside the home network I have it installed on.

I'm using Apache 2.2.6
MySQL 5.0.45
PHP 5.2.5
Running Web Developer Controller on a windows xp machine.

Any ideas?

Port forwarding (NAT)

Your router may have the port open, but you also need to add port mapping to forward to your server.
That's up to your router control panel.
What does the site without the /drupal address look like? is it your base Apache install or not?
