smaller images don't get processed

hey there,

I've had this issue before but it wasn't solved, so here I am again.

if you set an imagecache preset to scale images down to, say, 500px wide and then upload a 400px wide picture, it doesn't get processed by that preset.

this is bad because sometimes the preset also applies an watermark, which then fails to happen.

could we please have a look at this, or else suggest me some measure to circumvent this issue? I've filed this as a bug because, well, that's what I think it is.
