Chameleon theme does not respect Themes » Configure » Global Settings » Toggle Display » Primary Links

While using the Chameleon theme (which doesn't appear to have its own Project or Component in the bug tracking system) if I uncheck Themes » Configure » Global Settings » Toggle Display » Primary Links and Save, the Primary Links continue to display at the top of the pages.
