Included themes not fully localised

Description
The included themes "chameleon" and "marvin" don't seem to be fully localised. When I look at the comments of these themes, I don't see the localised author and date indication but the English "By ... at ....". It is not an untranslated string in my system, because then the "By ... on ...." would have appeared that is included in the localizations strings.

Reassigning this issue to the theme you seem to be having trouble with. Chameleon isn't in the list of themes but you said Marvin also has the problem.
A quick look at your patch doesn't reveal any changes to my eye. The existing code uses t() so perhaps you could explain the problem better and identify which version of Drupal you have and which theme/theme engine you're using as there are many versions of each theme out there.
