There's a trigger for 'After
There's a trigger for 'After saving a new term to the database', but i couldn't find a node create action. You should be able to write one to do that i think.

What I meant was that there
What I meant was that there is a add new node action in rules. But no term event, :(
Seems like a worthwhile
Seems like a worthwhile feature request-- it's the first time I found something that core triggers/actions has that rules doesnt.
