I currently have one taxation action to be applied: If the billing address is in Colorado, charge a tax. This feature was working before I updated my development snapshot to fix the "Checkout button in IE" bug.

I don't know much about the inner workings of the conditional actions interface, but it looks to me like there are some triggers missing. I can only select triggers from the shipping subsection, and those choices don't make much sense to me. The triggers are "Getting shipping quote via [my shipping options]". My default shipping option is In Store Pickup with a $0.00 value attached and that is what it has set as the trigger.

Thoughts, ideas, blatant idiocy on my part?

There have been some changes to Conditional Actions lately, but I think they haven't been working out as well as we'd hoped. I've rolled back those changes in the Bazaar version until we can get everything worked out.
