Including individual votes does not seem to consider filters

I am trying out Voting API with the Plus1 module. One thing I need is voting time segmentation, where I pull out a Views list of content with their voting results within a certain time frame. For example, I would like to know the daily status of content, so that if only one person have voted plus for a node, that will show 1 and all other nodes will show 0. It seems, however, as if Voting API's Views fields handlers somehow disregards the filters I have set up for the individual votes. Content that have had only one plus vote within the last hour still can have a voting score of >1 even with a filter to allow only votes newer than one hour.
