I have a great deal on a website that I will try to explain...

I'm creating a corporate site for a firm which includes many small local firms.
I would like to create subparts in this corporate site for the local firms with special theme and dedicated users. A kind of subsite actually...

1- How can I assign a different theme to these subparts ?
2- How can I configure blocks for these subparts ?
3- How can I limit users role to these subparts ?

I would rather talk about "sections" than "subparts".

maps themes by paths, taxonomy etc...

I am using it to select subthemes by paths (which are created by taxonomy + pathauto), works like a charm

Then, you can configure blocks for each theme (block visibility can be controlled for each block in its config, too)

To run the subsites from the same codebase, you might want to consider Multi-site installation http://drupal.org/getting-started/6/install/multi-site
