I created a page for listing core module maintainers here. MAINTAINERS.txt is out of date and needs to be updated. Please start by updating the handbook page.
My proposal for implementing Robert's ideas are about turning each core module into a separate project with assigned maintainers/co-maintainers. This actually has some other benefits that I hope to talk about over this week in Amsterdam, specifically about addressing some of the issues around "important" contrib modules -- ones that are more supported, part of a distributed (e.g. CivicSpace), etc.
- each core module gets turned into a separate project
- each module has a list of maintainers; current core committers are co-maintainers for all core projects
- additionaly, the project module is updated so that issues can be assigned to other people (e.g. reviewed by maintainer, but then assigned back to issue submitter and/or another member in the community for further actions
