Allow Node Access Workflow upon "Order Completion"

Description
Currently the Workflow defines by uc_node_access is fired when a "Payment Received" event occurs. Can an option be added to allow the Workflow to run when upon "Order Completion".
I would like to give out Discount Codes to some users to allow them access to certain nodes for free. In order for the access to finally occur, I need to go into pending orders and apply a Payment of $0.00 before they actually receive access.
How can we make this happen as soon as they complete the order?
