Making a forum

Im having some troubles making a forum , im brand new to this, started like 3 hours ago. What i cant figure out is how to make a forum in my version ( 5.12) When i search for this im told to go to administrator and create forum, but i have no "create forum" displayed anywhere, atleast i havent found one :)

So how do i create a forum?? I hope i posted this the right place.. Im not sure where or what i am during right now :)
