Skeleton templates should be able to be previewed and viewed, just like nodes. In the Drupal 5 version, there was an Edit and Delete tab, but they were causing problems in the port to D6 so I removed them. The template and skeleton forms should be just like the Node forms in Drupal itself; view and edit as tabs, with a delete button at the bottom.

This has been addressed in commit 159885. The menu system was updated to allow for the tabs to show in all skeleton pages, including template edit and view pages.
