As is, the tabs are a bit confusing with Skeleton Templates being under Overview. I think it would be much simpler to have one row of tabs with contexts:

Skeletons - Templates

Each with a subtab of View and Add (actions).

Here is a patch which implements the above. It also cleans up the menu paths in the backend a little, so skeleton/templates isn't used for a list of skeletons.
