Different Block Types

Newbie - In the process of building a new site I have noticed a difference in types of Blocks that were previously created and the ones that are now being created. The old blocks only show "Block Title" under Block Specific settings, the newly created blocks now show Block description: Block title: and Block body:.

I am guessing that one of the modules listed below is responsible for the change. Does anyone recognize this behavior because it seems to change the visibility of the block. It has also added a Delete option that I never saw before. I can not add content to the block body unless I use FCK mode. If I only use the block title, the block will not display, only adding to the block body will allow it to appear.
