I just upgraded my small intranet site from Drupal 5.3 to 6.6 (I'm actually still in the middle of re-installing and upgrading modules).
I have a problem - the default language for the site is French, however my admin account is set to English because I prefer to stick to English for all the configuration. Problem is that since the upgrade, I see MOST (not all) of the site in French, even when I am logged in as admin (I have checked, the account is still set to English).
I have tried eliminating French altogether as a language, then downloading the language pack and reloading it - still the same result: the site is either all French or all English. And when I look at the "Language" parameter in "my account" it says it is the default language for e-mails... Is there something I am missing or should enable here?

Creating from scratch gets same result
I just tried doing the same thing starting from scratch with a brand new 6.6 installation - same result. The default language is the only language!
