What I would like to do is create terms out of the keywords in the titles of my nodes, but not have the titles in their entirety as nodes. Is NAT the right module for this, or is there any way to configure it to do what I'm trying to do? Thanks either way.

Made a mistake in the post above. I meant to say that I didn't want to have the titles in their entirety as terms, not that I didn't want to have the titles as nodes.

It seems you can use free tagging vocabulary. And assign node to different terms.
