Customizable module blocks

At the moment I am very happy with the fact that user created blocks can go without a title. I miss however the same feature in module blocks. They have a hardcoded Block Title/Description. Can't this be changed into a hardcoded Description and a default Block Title that can be changed at wish by the user?

You could go a step further and make module blocks completely equal to user blocks. A module block would then be just a user block with a default Block Body and a default Input format, may be with the possibility to reset the Block Body it to the original module developper's PHP code. This would allow experienced users to customize even the PHP code of module blocks.

When this feature would be implemented, the user would not need to create its own block when he simply needs a module block without a title or when wants to make minor changes in the module block's PHP code.
