Add Target does not add target to AP

Description
When adding a new target on /autopilot/setup/targets/add the new target is saved, but not added to the list of targets when going back to /autopilot/setup/targets. This bug appears whether you are adding a code or SQL target.
A workaround I've found is to select the newly added target from the "Available Targets" dropdown and add it that way.
