They only show up for administrative users. If your layout is very difficult you can probably fix it with CSS if you want. If you really need there's a setting, though. I'm surprised you didn't look there before posting an issue.

kjy07 commentedI agree, the links are troublesome at times. Their container overlaps linked node titles, causing (in Firefox) the node titles to become unclickable.
FYI: to disable the buttons--
Administer -> Site Building -> Views -> Tools (Tab) -> Do not show hover links over views.
