I think it is a BUG in Arabic interface

Issue Summary

Hi
My Drupal6.6. When I point to
admin/content/node-type/content_type_of_your_choice/edit

I can't see any comments_settings tab or fieldset there!!
I have searched a lot of pages, it tells that comment_settings is under the Workflow section but I am sure it is not there.

could some one help to fix the issue pls?

At last I know where the problem is.
I can see comment_settings when I turn interface_language to English
But when I switch to Arabic no comment_settings there.

Is this a BUG? and how could fix it?

Does it depend on the browser you use?

Gábor Hojtsy, with Drupal6.8 every things work fine. comment_settings is there
even if i use Arabic interface , ie, or firefox browsers
