Argument/Filters for Event Start time?

Description
Right now it appears I can filter events by year, month and date....what about time? Why was that left out? Seems like an omission and it's something I'd like to be able to do.
Would that be add-able?
I see there was a patch submitted in this queue. I tried adding it but it didn't create any new arguments or filters. Doesn't seem to work.
