I volunteered to lead a team to implement a voting/rating concept for project modules. We'll need to write a spec for what this needs to do, e.g. viewing by rating, single- or multi-ratings, etc. etc. The voting module is currently the simplest, cleanest implementation. Additionally, there was discussion recently about a voting API, which may be as simple as using a shared table.

Dan Robinson mentioned CivicActions also has a voting implementation.
