It seems necessary to step through DRUPAL-5-13 to DRUPAL-5-14. Is this correct (I will be trying soon myself, and will report back here)

No, it is not necessary to step through 5.13. The only thing necessary is to run update.php at the end.

I am updating via cvs and keep getting a message:

cvs [update aborted]: no such tag `DRUPAL-5-13'

any clues would be a great help.

Looks like something is borked up with Drupal's CVS, because I am having this problem on every single copy of Drupal I work with, on all machines, etc.

What is the exact CVS command that are you using?

This problem only existed on hg cloned copies. The original updated no problem...
