I don't get any effects from configuring better formats.
The only thing that happens is that the "input format menu" dissapears, no matter what the configs say.

You have not left much info to go on.

What options and perms have you set?
What field and/or content type are you looking at?

Without any further information, my suggestions are:

1. It sounds like you have the "Show format selection" and "Show format tips" permissions UN-checked. Check those perms and you will see the input format selector.

2. Keep in mind that if you are looking at an existing node, not a new node form, then the defaults will not have any effect because the format settings stay as set when the node is saved.
