Reduce the excessive character constraints in address fields

Several characters that should be within the range of valid values for various address fields (Address, Address continued, Apt/Suite number, City) are flagged as invalid. Specifically, commas (,) and accented Latin letters (ü, é, etc.) are perfectly valid according to USPS and other postal authorities, and the full range of Latin letters may be necessary in some cases to eliminate ambiguity in addresses.

I'm adding this as a supplement to (Canada):Illegal value for 17 Address's Street Continued field., because it addresses a more general issue. I'm torn on whether it should be a feature request or a bug report.
