Created a view which takes a vocabulary id as argument. Tested it with vocabulary id 4 (a valid vocabulary id in my database), works fine.
Created a Mini Panel. Went to content, added this view in a pane, checked the Send arguments box and typed 4 in the Arguments box. But it displayed all terms irrespective of the specified vocabulary.

Panels 2 is no longer available and is unsupported. Marking all Panels 2 issues won't fix.
