I'm not sure this is admin_menu or devel issue. I found the link of switch user is http://example.com/en/en/devel/switch/dennys?destination=admin%2Fbuild

There are 2 "en" in the URL and only for switch users menu. Other menus are correct.

Sorry, it seems like no one is able to replicate this issue, and I can't either. Please update to the latest version first. If that does not help, you might re-open this issue. However, chances are small that this is caused by admin_menu.
