Is there a way to tranlate entire pages into other languages (chinese) easily with any built-in or off the shelve tools?

It helps get answers if you tag the thread with the version of drupal in use, or at the very least mention it in your question.

Drupal 6 has some translation available in core which can be expanded with contrib modules found in the downloads area. Multilingual Category of downloads in the downloads area.

I have the problem with include function, for example:
I have use the include "file.html"; - this is text file what iI use to include the text into the page, so in the result I have ractangles and no text, (the text is in russian, and in MySQL the tables use the utf8 charset), please help me.
