I would like to show users two clouds, 1 of all tags used by anyone,
and a second cloud of tags used only by themselves. What is the magic to get this to happen with
this module? I have been reading the code, but must be missing the point.

New Views support in 2.x-dev with Views Cloud will do this. See the Community Tags Views Pack sub-module for examples.
