New drupal site with SMS Gateway integration

We need a website with the following specifications to be developed:

- No need for custom graphics / theme

- Integration with SMS Gateway (clickatell http://www.clickatell.com/?cid=31646)
Where the admin will be able to send sms to users, or programme the sms to be sent in specific time / date.

- Creation of a "Phone Book", where the admin can insert and categorize users to groups. He should be able to insert user names and phone numbers either from CVS or from xls files. The admin should be able to send sms to specific groups of users.

- SMS template creation

- SMS Report management
