Add support for custom fields or create an API

Will be good to add a feature for adding tag list for custom form fields, not only for #edit-taxonomy-id.
For example, I use some autocomplete fields in my module and want to add feature for quick-add some pre-defined strings.
It can be realized with some api function or with setting custom field names in module settings page.
