When logged in as the administrator, I can see the "My Classified Ads List" tab in my profile but when logged in as any other user it doesn't show up. How do I make this tab show up in a non-admin's profile? The user has created ads so has the appropriate permissions.

You need to flush your menu cache. Use devel module, or admin_menu, or the configuration/performance screen for this.

Note that you also need the "access user profile" permission to view someone's profile beyond your own.
