You probably won't get a good response with a forum post - you should check out the Drupal Services page: http://drupal.org/drupal-services

These are people that have expressed an interest in doing Drupal consulting. I'm sure there are more that aren't on this list but it is a start. I'd suggest contacting people you think would be a good fit for your project based on their past work (contributed modules, resumes, etc) with a proposal and expected timeline.

If you have specific questions about something, those make for good How-To questions for people to answer.
