In the "Insert" stage of Image Browser, where you make your Image preset and Link selections, you can click "Insert" without selecting an Image preset.

I guess the real "bug" is that you actually get a popup warning stating "Please select an image preset first", but after clicking "Ok" the Image Browser window is closed down.
