Vocabularies with a denied view in the uBrowser module are always visible in the list Display vocabulary;
but the terms aren't visible;
so the module, at the end works, but isn't correct to list all the vocabularies;

not know if is a uBrowser problem or Tac problem

TAC controls access to nodes and listing of terms, but not the visibility of vocabularies themselves. It's not really within the scope of TAC to alter this. Perhaps http://drupal.org/project/vocabperms might work? (I haven't tested it myself.)
