If no templates are in either of the tables on a skeleton edit page, the table is shown with just a heading. Instead, the table should be hidden completely, replaced by a message indicating that no templates can be added or are available to be added.

Here is a patch which hides the tables if they are empty, as well as cleans up a bit of the help text.
