It's becoming increasingly less important with the advent of the views module, but the blog content type is used by the blog module to provide additional functionality like user specific blog urls. There may be other differences, but that's the only one that comes to mind.

The main difference is that
The main difference is that blog posts are listed in /blog and also per user in /blog/{user-id}.
And of course another difference is that it is a different content type which, although now it behaves just like stories, you can configure it to behave differently.
