liam mcdermott commentedYou either need to be the site admin (the first user to create an account), or have the migrate vbulletin permission (see Administer -> User management -> Access control).
I also wouldn't recommend using the Drupal 6 version of vbtodrupal, it's untested and won't work correctly until some other modules are ported from Drupal 5.

What I ended up doing was transferring my forum from UBB to vbulletin to phpbb to drupal. Yes it was as much a pain as it sounds. Many thanks to Naheem (curent owner of the phpbb2drupal project) for helping to migrate my huge database.
