Use of deprecated pass-by-reference

Description

Received the following message (running PHP 5.2.5):

The workaround is to, as the message suggests, set "allow_call_time_pass_reference" to "1". I did it via "php_value allow_call_time_pass_reference 1" in my apache config, but could also be done via the .htaccess file, as well. I preferred this strategy to changing PHP's init file so it was more localized (I've seen no other requirement for this capability).

I face this issue even after allow call-by-reference in my .htaccess file. What am I doing incorrectly?
