can this modules run a check through all the vocabs and if the term is already listed, they the ID for the old term should be used?

No, this module is just a client-side usability improvement. Cross-vocabulary duplicate checking would happen back on the server side, and be a major change to the taxonomy system itself. If a term is already used in the same vocabulary then it already doesn't create a new one, as that's the normal behavior of the taxonomy module.
