i am just wondering if there are plans to finish this module?

I am not quite sure what you mean, as of usability the module is "finished" (is one ever?), but there are some issues left to be solved before we would like to mark it as 1.0.
The 1.1-beta as it was named is stable for use, the same is 1.x-dev, the difference is that the checkbox for commentluv is ticked by default and there is support for national characters in dev.
If you are a programmer it would be welcome if you took a look at #251858: Select content type for comment luv module if you know how to do that or #337535: The future of Commentluv if you have some suggestions or would read what I think about the future of commentluv.
