I am about to work on my first Drupal site and want anyone who signs up to pay for membership. How do I go about that as I can't find any existing modules to download. Is there a tutorial? I don't know yet what the designer wants to use to take the payments

To begin with, I would stick
To begin with, I would stick with Drupal 5. This version includes a lot more support than 6 does because the modules have been around much longer. Secondly, I would begin with the e.commerce package. Then, I would build off of this. I can't say specifically what other modules, but start with e.commerce to get a flavor of what's avilable. Hopefully this will get you started.

Try lm_paypal
You could look at the lm_paypal module. It will promote a user to a specified role after payment.
