I ve built my drupal site, then one day my windows XP was problem, than I want to reinstall my OS Windows. before I format my c drive, I already backup all my drupal site and export my sql data in phpmyadmin.
I backup my drupal site with copy my drupal site folder in directory C:\Program Files\xampp\htdocs\mydrupalsite, then i copy all mydrupalsite folder to my d data drive.
After I reinstall my windows XP, I restore/import my sql data to phpmyadmin, then I copy back all mydrupalsite forder to C:\Program Files\xampp\htdocs\
after that, I try to access mydrupalsite -->http://localhost/mydrupalsite, and what i see is "the site off-line"
what is the problem with my drupal site ?
am I got wrong way to backup my drupal site ?
so please help me, I ve spent so many times in my drupal site, if i can't get back my file I dont know i will be sad.

Try this next
Have you tried (can you?) log in as the administrator - the login page should be accessible from http://localhost/mydrupalsite/?q=user ( type the last bit - /?q=user - just as that, don't use any user name!) and go to admin->site configuration->site maintenance and set the site back online? It may be as simple as the offline flag having been set in the database and it needs to be reset.

thanks aireworth, but your method not work. I just follow your way then i type http://localhost/mydrupalsite/?q=user, after that what i see is the same like before, it said my drupal site is off-line

Problem just solved
I ve find the solution, the problem is because i ve not create user account before in phpmyadmin. I think when i import my drupal sql all my user account+password will be import too, but ve not.
