There should be a way to turn on or off different features for the tapatio installation. For example a deployment may not want voting and priorities, but they may want mapping. Potentially each of these features should be implemented as a separate module.

I am marking this as fixed because it is done for most features in the development branch. Each feature that is not configurable at this point should be a separate issue.
