Looking for a host for an international NGO's site.

1. website and help desk multilingual, but at least english and dutch.
2. easy access to control panel to manage e-mail addresses etc.
3. multiple e-mail accounts
4. drupal capable
5. telephone helpdesk in europe, preferably NL or BE (no international calls)
6. spamfilter
7. european (euros) bank account, to avoid excess money transfer costs (no creditcard)
8. MySQL
9. webspace <200 MB

Any suggestions?

We are hosting a large NGO/Drupal site at http://JRonline.nl/gratis-installatron. They have an awful good service and provide all the requirements you asked for. And they have Drupal in their installatron:-)
