Panels tabs seem to hook or trap views tabs somehow.

Hi.

This is a wierd one. don't know if its panels or views. dont know if its a support request or a bug.

I have several panels that have worked well as tabbed menu items before
I have several views that have worked welll as tabbed menu items before.

the panels have paths that look like
orientation/grhc_whatis
orientation/grhc_goals
orientation/grhc_purpose

the tabs have paths that look like
find_us/map
find_us/browse_location
find_us/browse_bio

in the past when I navigate to
example.com/find_us/map
the map, the browse_location, and browse_bio tabs show up as desired.

in the past when I navigate to
example.com/orientation/grhc_whatis
the grhc_whatis, grhc_purpose, grhc_goals tabs show up as desired.

today, after changing a navigation link from
example.com/find_us/map
to
example.com/find/map
and making the appropriate change on the view's url

all of the views tabs and the panels tabs are displayed
whether i navigate to
example.com/find/map
or
example.com/grhc_whatis.

I'm tearing my hair out (what's left of it...)
tried

clearing all caches from within drupal
clearing all caches directly in mySQL database
cleared the sessions table
cleared all cookies from my browser
tried different browser
renamed the panels tabs
renamed the views tabs
turned the views "use as menu' and display as tab off and back on
turned the panels "use as menu' and display as tab off and back on

somehow the panels tabs are "sticking" to the views tabs or vice versa.

Any ideas? Similar problems?
