Notifications except site notifications does not work

Hi folks, I am trying to make comment_subscribe, comment_notify or notify module to work but unfrtunitally none of them works with my site. There are no logs either, this is strange.

BUT notifications like email verification for new account or contact form etc work. I would appreciate some feedback.

Also there are no error logs in apeche or php either.
