print content type Submission Guidelines on referrer creation

Hi,
I think it would be a nice and easy feature to implement, if when a referrer creation page appears for the user, the Submission Guidelines text shows up. This test shows up on "regular" node creation forms and can be input by the site administrator when editing any content type. Pulling this bit of text, which can optionally be blank, would be extremely helpful to have shown before the actual blank fields on the create referrer page.
