"create new account" button location is displayed in the registration page, just above the last field. I tried with many combination..

any idea?

We found the answer here:

Basically - turning off Javascript while in the "Manage Fields" tab revealed the numeric weights - this allowed us to fine tune the weights until we got the ordering we wanted.
